This report describes how to evaluate the choices communities face when they are trying to expand existing businesses or recruit new ones to their area. Often inconsistencies arise as people rank alternative business. The Analytical Hierarchy Process described in this REAP report helps people minimize the effect of these inconsistencies when ranking businesses

Economic and Environmental Impact of Nutrient Loss Reductions on Dairy and Dairy/Poultry Farms. Jim Pease, Bob Parsons, and David Kenyon, authors. This report discusses the impact of increasingly strict regulations on manure and litter disposal in the Shenandoah Valley. If only nitrogen applications are limited to plant uptake, dairy and dairy/poultry producers may increase their net returns. If however, phosphorus applications are limited to plant uptake, net returns become negative. Soil phosphorus loadings are a potential hazard to stream, rivers, and the Chesapeake Bay.
